RELEASE OF LIABILITY AND ASSUMPTION OF RISK AGREEMENT

In consideration of being allowed to participate in any way for the United State Soccer Federation (USSF), the United States Adult Soccer Association, Inc. (USASA), the New Jersey Soccer Association (NJSA), its Affiliated member Leagues, and affiliated Member Clubs/Teams, its related events and activities.

The registering participant, acknowledges, appreciates, and agrees that:

1.

The risk of injury from the activities involved in this program is significant, including the potential for permanent paralysis and death, and while particular rules, equipment, and personal discipline may reduce this risk, the risk of serious injury does exist; and,

2.

KNOWINGLY AND FREELY ASSUMES ALL SUCH RISKS, both known and unknown, EVEN IF ARISING FROM THE NEGLIGENCE OF THE RELEASEES or others, and assumes full responsibility for his/her participation; and,

3.

Willingly agrees to comply with the stated and customary terms and conditions for participation. If, however, he/she observes any unusual significant hazard during his/her presence or participation, he/she will bring such to the attention of the nearest official immediately; and

4.

For himself/herself and on behalf of his/her heirs, assigns, personal representatives and next of kin, HEREBY RELEASES, INDEMNIFIES, AND HOLDS HARMLESS the USSF, the USASA, the NJSA, the NJSA affiliated member Leagues and member Clubs/Teams, their officers, officials, agents and/or employees, other participants sponsoring agencies, sponsors, advertisers, and, if applicable, owners and lessors of preeises used to conduct the event, all of which are hereinafter referred to as “releasees”, WITH RESPECT TO ANY AND ALL INJURY, DISABILITY, DEATH, or loss or damage to person or property, WHETHER ARISING FROM THE NEGLIGENCE OF THE RELEASEES OR OTHERWISE, to the fullest extent permitted by law.

 

THE UNDERSIGNED HAS READ THE ABOVE RELEASE OF LIABILITY AND ASSUMPTION OF RISK AGREEMENT, FULLY UNDERSTANDS ITS TERMS, UNDERSTANDS THAT HE/SHE HAS GIVEN UP SUBSTANTIAL RIGHTS BY SIGNING/ACCEPTING IT, AND SIGNS/ACCEPTS  IT FREELY AND VOLUNTARILY WITHOUT ANY INDUCEMENT.

TEAM OFFICER OBLIGATIONS

In consideration of being allowed to participate in any manner in the athletic/sports program, and related events and activities of the USSF, USASA or the NJSA or its affiliated member Leagues and Clubs/Teams,

The registering Team Officer:

1.

Acknowledges and fully understands that he/she will be personally held responsible of all financial obligations incurred by the Club/Team for which he/she is voluntarily registering, to the New Jersey Soccer Association and any of its Affiliated member League or organization;

2.

Accepts any and all Decisions and Rulings of the USSF, USASA, NJSA and League/Competition of affiliation after exhaustion of any Appeal procedure as outlined in those bodies By-laws, Contracts or Agreements;

3.

Releases, waives, discharges and covenants not to sue the USSF, the USASA, the NJSA, any NJSA affiliated League and its affiliated Clubs/Teams, their respective administrators, directors, agents, coaches, other employees and volunteers of the organizations, other participants, sponsoring agencies, sponsors, advertisers, and if applicable, owners and leasers of premises used to conduct the event, all of which are hereinafter referred to as “releasees”, from demands, losses or damages on account of injury, including death or damage to property, caused or alleged to be caused in whole or in part by the decisions made by the releasee or otherwise;

Will inform all players registered by the Club/Team that they may be individually responsible of their fair share of any unpaid financial obligation incurred by the  Club/Team;

Will go over and will disclose all insurance requirements to each of the players registered by the Club/Team;

4100. PLAYING RULES

 4101. LAWS OF THE GAME

 

All games played under the jurisdiction of the NJSA shall be played under the “Laws of the Game” approved by the Federation Internationale de Football Association (FIFA) and recognized by the United States Soccer Federation (USSF) and this Association. 

4102. MINIMUM NUMBER OF PLAYERS

 

In order for an official game to start, a team must have a minimum of seven (7) players ready to start play. A minimum of seven (7) players on a team must be maintained at any given time in order for a game to proceed. 

4103. TEAM CAPTAINS

 

Every team shall identify to the referee a team captain who shall be properly identified on the line-up sheet and during the game by means of an armband.

Only the team’s captains are authorized to speak to the referee, in a proper manner, without questioning the integrity of his decision.

 4104. GRACE PERIOD FOR TEAMS 

Each individual Affiliated League may allow for a grace period not to exceed 15 minutes after the officially scheduled kickoff time. 

Teams must be ready to play with the minimum number of players not later than the grace period. 

If agreed by both team managers, the referee may or may not allow extra time in addition to the grace period, for one or both teams to present the minimum number of players. This extra time shall not exceed 15 minutes after the initial 15 minutes grace period. 

4105. GRACE PERIOD FOR REFEREES 

A referee shall be allowed a grace period of 15 minutes after the official kickoff time as scheduled with the NJSA State Referee Assignor, to show up to an assigned game 

If a referee does not show to the game within the allowed grace period, it will be the team managers responsibility to report to their League of affiliation such no-show, independently if the two teams decide to play the game without the assigned referee. 

4106. NO-SHOW BY TEAM

 

If a team is not present and/or ready to start the game at the time set with the minimum number of players as set above, and unless there is a waiting period established by the Competition or League, it shall be determined to be a NO SHOW. 

If both teams are not present and ready to start the game at the time set, and unless there is a waiting period established, both must be dealt with as a NO SHOW. 

Any team that not present and/or ready to start the game after the given grace period (or extra time) shall be responsible to pay the assigned referee(s) that was (were) present at the assigned game. 

Payment shall be forwarded to the NJSA Referee Assignor for disbursement to the affected referee(s). Such payment responsibility shall fall on the League of affiliation, if payment is not received by the NJSA Referee Assignor within 30 days from the date of no-show. 

4107. NO-SHOW BY REFEREE OR ASSISTANT

 

If a Referee and/or an Assistant Referee is not present and/or ready to start the game at the officially scheduled game time or after the allowed grace period, he shall be reported immediately as a NO SHOW. 

No-shows shall be reported immediately to the League of affiliation, to the State Referee Assignor and to the Sate Adult Referee Administrator. 

The Adult Referee Ethics Committee shall investigate the reason of the Referee and/or Assistant Referee No-Show and shall take proper action against the Official including but not limited to one or more of the following: 

a) Dismissal of the case

b) Fine to refund expenses incurred by the teams not to exceed the game fee for the game.

c) Suspension from any Referee activity. 

4108. REFEREE NO-SHOW PROCEDURE

 

A no-show by the Referee, cannot be considered a valid reason for a game NOT to be played, or for any team to refuse to play the game. 

Each Affiliated League shall determine the proper procedure to handle Referee no-show. 

If an affiliated League does not have a policy in this matter, then the following procedure shall take place:

 a) If the assigned Referee does not show up, the game shall be officiated by the

Senior Assistant Referee if one was assigned.

 1) If the Referee shows up, but for some reasons beyond his control, cannot officiate the game, procedure item a) above will apply.

 b) If only one Assistant Referee shows up, he shall be the Referee.

 c) If a League policy requires the game to be played, then both teams must agree to play the game by using a neutrally selected individual. In this case, the two teams shall select an individual among the spectators. Such Individual shall be considered an Emergency Referee and if accepted by both teams to officiate the game, then all his rulings and decisions shall be valid toward the outcome of the game.

 4109. ASSISTANT REFEREES NO-SHOW PROCEDURE

 

For games where two Assistants are required, when only one or no Assistant Referee is present for a game, the Referee shall apply the following procedures:

 1) If no assigned Assistant is present or available, he shall look, within the spectators, for Certified Referees to assist him. If no Assistant can be found, then the Referee will relinquish this search to the two teams so that each team will supply an Emergency Assistant.

 2) If only one Assistant Referee is needed, he shall request to the home team, to supply for an Emergency Assistant.

  4110. EMERGENCY REFEREES AND ASSISTANTS

 

The individuals chosen according to the No-Show procedures above, shall be considered officially assigned to the game and they shall carry on as official referees for the game, including reports and payments. 

Once two teams agree on an Emergency Referee or Emergency Assistant to officiate the game, neither team can refuse the individual after the game is started. 

Teams walking away from a game after an Emergency Referee or Emergency Assistant is accepted, shall be charged as forfeiting the game.

The Florida Sports Commission is a top-notch organization that will put together a top-notch event.  The 17 grass soccer fields will blow everyone away in terms of quality and set-up.  We even have 3-lighted fields and one Stadium field which will be used to highlight some of the key games each day.  Shuttles will run between the Westin and the fields and we are working on getting other hotels to do the same. Teams 50 and over will be required to take a water break at the middle of each half and other teams can do the same if both teams agree. Games will be played at the following times 7:30am 8:30am, 9:30am, siesta between 11:30am – 3pm.  Games will run through the evening with the last game starting at 7pm.

Every field has team benches and will have 2 pop-up tents.  Wait until you will see the beer garden and VIP section we are planning to put together with the help of the Florida Soccer Association!  Stay tuned for more information on the hospitality suite at the Westin hotel (HQ) that will provide light snacks and drinks. 

The Westin Hotel is amazing and the hotel rate we are getting is really good.  This hotel is about a year old and is top-notch. 

I am not even going to tell you this time around about the party. You will have to stay tuned for that. Let me just say this: this will probably the most memorable party ever! Sign up before March 31st and save $100 on your registration.

Announcements

The Westin will have a shuttle that goes back and forth between the hotel and fields.  It fits 15 people for each trip.  The Florida sports Commissions is trying to make similar arrangements with the other hotels.  Talk about nice customer service!

These 3 United teams from Greensboro NC root back as far as the 1970’s. This is the oldest club team in NC and no doubt one of the oldest in USA!
